MOP CPVO

The object of the project was to develop and set-up a user-friendly information system (IS) for management of the administrative process involved in the complete assessment of environmental impacts.

The beneficiary is legally bound to accept and manage applications for assessment of environmental impacts of proposed construction projects and similar environmentally-relevant projects. The IS developed in this project supports this process by tracking all notifications and documentation regarding proposed spatial plans and manages the workflow of the complete assessment procedure in line with the relevant legislature. The IS also supports a complex hierarchy of user access rights, import and export of spatial data and textual documents, access to external data (e.g. registry of protected areas), administrative control over assessment applications and their states as well as audit tracking of completed procedures. All subjects involved in such a procedure can access relevant electronic documents and reports, that were used in, or created by the process. The CPVO IS connects directly to environmental and other relevant datasets in the Agency’s GIS.

The web GIS application, which is an important part of the CPVO IS, allows employees involved in an assessment to combine spatial plans, submitted by the applicants (in SHP format), and various national spatial datasets (available through WMS, in SHP or other sources). When an assessment is made based on the displayed data, a snapshot of the map is made and stored in the database; the snapshot can later be used in other phases of the assessment, or in the final evaluation to graphically support the decision or determine the exact data (and its state) used in making the decision.
